Without making any modifications such
as cutting inside the fenders, what is the
biggest wheel size I can put on my ’70
Challenger?

This depends primarily on offset and
tire size (width and aspect ratio/diameter).
With zero offset and low profile tires, 9″
usually clears, although diameters less
than 16″ can interfere with the upper ball
joint.
Beyond any interference issues,
offsets close to zero are also strongly
recommended from a suspension/steering
geometry point of view as well.

9″ wide wheels will clear front and rear
of most E-bodies and ’68-up Bs. The
tricks are: (1) ample diameter to clear
the upper ball joint, and (2) an offset
very close to zero.
