BURTON GOFF, ALBRIGHT, WV, 88 DODGE DAKOTA 366

I have a 88 short bed Dakota with a 360, 727, and 4.10 8-3/4. I have had multiple trans shops work on the trans and can not raise WOT shift points to above 4000 RPM. The trans works perfectly other than this problem. It chirps 2nd and 3rd. It does seem not to shift as firmly if shifted manually. I've been told to buy a governor kit but have not found one listed anywhere. Any help or ideas? Thanks.
